a) be an interesting way to paint oneself and express creativity
b) cover up nails that are, for whatever reason, unattractive

On the other hand, you have tons of bright kids who weren't raised in the most nurturing of environments, but they're scared to go to college because if anything happens and they can't make it, their family will become buried in a mountain of debt they can never pay.
