Just read something about it. Turns out u can see them anywhere, anytime, any season. It is more,likely to be visible when the sun hits the horizon/ sundown. In North Dakota there is one called the 22 degree halo. Look it up.

I win in South California (where SpaceX is located) but I was talking to some friends and they said they could see it while they were in New Mexico.

It was cool after the fact that the news said it was a satellite launch for SpaceX. Before that I thought were were being attacked by some Star Trek Alien sh!% and were going to die.
