Davy Jones is a mythical figure. Disney probably combined it with the Flying Dutchman for simplicity and because they were well known figures

Ok, agreed. It wasn't very expressive but the point of this post was vfx. And though facial animation is part of it, Disney decided to make it look realistic.
In my opinion, they succeeded. But for emotion it would have been better if they had taken an approach similar to Detective Pikachu
