Apparently the Netherlands, and mainly Amsterdam, are (in)famous for being so open with drug use.
When my sister went to France, they thought she and her friends were Germans. Upon explaining they were Dutch, there was a response of a quick double tap with the index finger and middle finger on the lips and the inside of the elbow

I don't really know. I live in the Netherlands and for as long as I've been alive, I've never seen any stray dogs.
Though, our first family dog was a stray. The story is a bit unclear, but supposedly she ran away during New Years, scared by fireworks. She was taken into the shelter a few days before my parents went looking for a dog, they fell in love immediately and decided to take her as soon as was allowed.
She must have been very young at the time as she lost some teeth that puppy's drop at a cerain age.
We had her for about 16 years, until we had to put her down. She was old, blind and vomiting blood from time to time. I think it was one of the most difficult decisions my parents had to make
