Staring isn't acceptable but is a glance?

I don't know why boobs are sexualized as much as they are. Girls stare at guys when they are ripped and oogle over them but yet when a guy glances at her boobs, its offensive. I honestly think its wrong to be a hypocrite about it. If a guy stares for too long, I understand that it would make anyone uncomfortable but a glance isn't that harmful, is it? I'm too ugly for guys to want to look at me but I feel that if a guy glanced at my chest, it wouldn't make me uncomfortable.

When I was in elementary school, there were four guys who kept stapling staples into their legs and the class lost access to staples. Staples are fun and no, I didn't read what you guys were fighting about but staples are good.
