While (at least in the USA) this is all legally true, in the vast majority of instances it is completely unnecessary. Police are just people after all, and people respond best to cordiality and cooperation.

When animal parents die it's usually because they were weaker. When animal parents disown it's usually because they detected some sort of defect. Either way, it's meant to strengthen the gene-pool. This mechanism is defeated by adoption, and defects and weak genes are allowed to continue.
