I don't think we actually know the answer to this question. How can you be sure you've already decided before it's visualized? How do you know that it isn't decided at the same time it's visualized? Try looking at the dice after rolling, then look away, then look again. Is it the same number? When you do this with text, very often it will not be the same text on the second look.

The most dangerous part of the vape-juice is the "flavoring" particularly any flavoring containing diacetyl (usually the sweet, buttery, or bready ones). But since the flavorings are completely unregulated who knows what else they're putting in there. Even if the flavorings are totally safe for food use, we know next to nothing about their effects when inhaled.

For most people, their time would actually be worth more than the time it would take to re-book. Say it takes you 5 minutes to log in and re-book. Even at US Federal minimum wage that time was worth $0.60 . That's 3000% more valuable than the 2 cent savings.

A "Blue Moon" actually has nothing to do with its apparent color. It's just a second full moon within a calendar month.
