actually no, the Bible states that when God made Adam and Even in his own image he wanted them to have free will and choices however they were tempted by the Devil and therefore sinned. Just like we do every day; we have the morals to make right choices but many people are tempted too much to make the wrong ones and then the world goes. However, the term "God's plan" refers to how every single person and animal on the earth was made by Him and has a set plan on what they are meant to do here (whether they do it His way or not) and when they will leave Earth and return to Him in Heaven.
also, when my dog died when I was little, my mom told me that Heaven has a whole park with hydrants and bones and squeaky toys for all the dogs, and that made me feel better :)
