They're pulling an elaborate hoax on their insurance company. The plan is to piss you off enough that you throw your drink on their windshield causing them to crash in just such a way that they are all uninjured but their crappy car is totaled and they get money for a new car.

How do they work with the local government? I'm just wondering because I'm pretty sure if these popped up in Portland, they'd have problems. They've got lots of little city statutes against erecting structures and blocking sidewalks and such.
