I believe it is adults, there is no consistency on how the letters are made.

Children who are under 6 (or are developmentally delayed) do not have the cognitive maturity to understand that animals (or even other people) have feelings-especially when an adult is not hovering at all times to talk to them about treating animals with respect. Even children who are older than 6, may be looking at the process with curiosity- and as a learning exercise- such as when people dissect animals later in life to learn about what is inside of them. Unless the child is showing psychopathic tendencies or is doing the animal harm as a result of abuse or other psychological problems there is not need for concern.
