Had to do wit motorcycle surplus, and lots of soldiers were given bikes at an almost unreasonably cheap price (or free) So they could go home after the war. It was also so the equipment purchased by the military yielded some form of return or use.
I’ve never seen a document to confirm this, it’s just what I was told.

That’s true. During my wife’s pregnancy they hospitalized her for a week, and then charged us $250 every time they checked her blood pressure, because they charge for Every ”doctor visit.”
I ended up paying it all off, but only after they were nice enough to only charge us $500 per month to do so or they’d send us to collections over our 2 month old daughter.....
