We need both, teaching for the bullies who don't realize what they are doing, and teaching for the victims because there will always be bullies who don't care that they are causing pain. And just because somebody has trouble standing up for themselves doesn't mean that it is their fault. That's called victim blaming, and its a dick move.

I'm with lindsmolinari, its her body, and if it isn't a sexual encounter (which it doesn't have to be, when it comes to boobs, and which it probably isn't in this case) then its her choice. Saying otherwise would be like saying nobody can high five your girlfriend but you.
