The idea is that they weren't trained to do that. If you read the article, it said the police department stuffed up by not sending a team trained to deal with suicidal people. They were just ordinary cops, and they did the wrong thing because they hadn't been trained in that area. And obviously people who are thinking of committing suicide aren't completely clear in the mind, but the blame still lay squarely on the police department

This reminds me of a test we did in grade 7 to teach us to read through everything carefully.
So basically the teacher gave us all a test and it had the most random questions on it (like what is a non-wizard called in Harry Potter and things like that) and then right at the end of the test it casually said "turn your paper over and don't write anything" (it was a test to see if we would quickly look through the test before diving straight into it). The teacher called time before anyone had the opportunity to get to the last question if they were doing it in order, and only about 2 or 3 girls actually read through and didn't write anything
