Yes, but it was still the police department's fault that they sent a team that wasn't trained for suicidal people, and this is not the only time this sort of thing has happened - it has happened countless times before, with the same result

because it means that it's a human who fell off of a wall, and was so broken apart and mangled that doctors couldnt fix him. All of this is sung as a happy children's rhyme, and OP feels awkward that his whole childhood he sung a song about a man dying
