What it means is that they show you, let's say a combo of a meat lovers pizza, when you get the order what they give you is bread salsa and cheese and a soft drink cup but with no soft drink, then they promise you to fix it later on, after a few hours they fix the bread sauce and cheese and make it into an actual pizza, but wait, where's the meat? It was a meat lovers pizza... They then tell you can buy the meat for extra even though you payed original price. It's the same thing with some games, *cough* EA, Activision, Ubisoft *cough*
