1) Stalin didn't kill civilians in large numbers until after the war
2) Hitler started WWII so technically, he is indirectly responsible for every death suffered from 1933-1945, not including death by natural causes obviously.
3) The number of soldiers killed, plus the number of civilians killed by soldiers (including death camps) roughly equates to 120 million
