So because she was born with a power she did not know how to control, and her parents genius solution was to isolate her from everyone, including her sister, that automatically makes her a villain. I mean she spent most of the movie in fear that she would hurt her sister, the person she cared most for. And the ice monster was not to kill them it was to take them away so Anna did not get hurt any more. She made the choices she thought best to protect the people of her kingdom and her family. But obviously she was the real villain, trying to save everybody from herself, exiling herself so they could be safe. She definitely was soooo much worse than Hans whose whole goal was to kill her to take over the kingdom.
