The other factors being that India has 70% rural population that still watches network television. The urban India is moving on. And soon, the rural will too. Network television is ending, and streaming will become the next cable service. It's not long before someone opens up a company that will facilitate and provide all of the content from all streaming platforms on one platform. (Comcast maybe? or Disney?). Recently Netflix started putting ads in between to "test out" new shows, if people would like them. That's the beginning right there.
As of the people in India who do watch Netflix and other platforms, it's definitely scattered content that's the problem. It's the same for anyone who's pirating. No one wants to pay thousands for streaming platforms where they only have a couple of good shows that they can pirate anyway. And the creators on Netflix get their compensation before the content is put out. They don't get it based on the views.

To sum it up, if you want, you can absolutely pay for stuff, but with content scattered throughout the platforms, people are reverting back to piracy. A few years ago, when everything was on Netflix, people were actually stopping piracy and paying for Netflix. Now, it's a different scenario.
