In Norway it's: police - traffic lights - traffic signs - basic traffic rules. So in this case, I would have driven because the light is working, had the light, on the other hand, not been working, I would have found an other route.

Yeah, they have probably planned it. The guy didn't fall because most of his weight is on the front legs of the chair, and not the back legs. If he puts the weight in the middle of the triangle (the three legs of the chair that are left), it doesn't really matter if the fourth chair leg is there or not.
