That's not a requirement, for massive waves like the one in the picture it would have to be freezing for a long time. For the ones I'm talking about, the 8 months of freezing is enough

it is possible in michigan, usually on lake superior as it gets much colder and the usually more ice covered. though smaller frozen waves can occur on lake michigan and lake Huron. I would know, I live here
