Okay I'm going to defend someone I really don't want to:
When she says this she (hopefully) is referring to gun sellers knowingly selling guns to mentally ill or those with a criminal record. With her almost bi-polar view on gun laws that seem to change from day to day, I don't truly know what she's talking about.

I love how the women look virtually the same but for the guys we have one in sleep wear, one with brighter hear, a bald dwarf, some dude trying to do the chicken dance, and the one random black dude in the back.
