pharmaceutical leaders friends w/ govt members, pharmaceutical company produces cheap vaccines w/ slightly toxic component that affects 1 in a 1000 people (so no biggy as far as public health is concerned).
Since the vaccines made with toxic product are cheaper the govt can cut expenses when they buy it from their pharmaceutical friends, and in return don't dig deeper in the side effects of the toxic substances
this doesn't mean that vaccination isn't essential and shouldn't be universal
