Homeless people probably did the best honestly. Most people avoid them already. Probably less handouts though.

Reducing the homeless population. Lots of governments try to do that to increase the quality of their city. It's not smart.

That sounds reasonable for the most part. I'm guessing some people take advantage of that.
All I could find on right-to-work was legislation about negotiations between unions and employees.
