Here in Mexico it's more simple, the sicarios do those kind of jobs but they only obey orders from their leaders. Sometimes it's not even the sicarios but wannabes that try to join them. But in this case it's just anonymous people doing it for fun or money, at least the government gets to know the name of the sicarios, that's the difference

There is a video of a argentinean youtuber called Dross, the video consists of several minutes of footage of people from the deepweb, 4chan and those kind of sites. Those people were (or still are) in a network of people kidnapping, torturing, killing, raping people for money, then they release the footage of them doing such things
