It's the parks fault, too... when you get on one of those rides, there's always a person that goes one by one before the ride starts to make sure they are all safely held. So he/she either knew the woman wasn't held and let it pass anyways, or no one checked

That's not true. I've had three dogs and whenever i cried or something was off, they'd run and check my face. If they saw i was crying they tried to lick my face and be really attentive
