It's mostly inconsistent when you are reading seperate universes. It's just I've read a lot of comics and I have yet to come across one that says Superman is faster than Flash. Media doesn't count anyway

It seems like it actually is faster it just looks weird as fuck. Usain Bolt does this when he's sprinting in at the end of a race. I would think it's because more of your weight is falling forward but your arms are balancing you more so you don't fall too.
