Essentially a restricted form of movement. The idea is to have a city where every (or nearly every) amenity is no more than a 15 minute walk away regardless of where in the city you live
Like everything, it sounds good in principle (reduced pollution, lower traffic, etc.) but in reality they rely on fines, more surveillance, and other forms of coercion - and in some cases actually increase pollution
One example is an area of Greater London (I forget the precise location) where there is a camera that monitors a certain road to which one must possess a permit to drive upon; if one does not possess said permit you will receive a £65 fine. The only alternate route is a detour of 2 miles, which actually results in increased emissions, longer travel times, and worse traffic. A lose-lose, you might say
