In my area we have some non profits that help find cheap hosting for college. You can see if you have something like that in your area.

I heard somewhere you can get an apartment if you're over 18, but some landowners do take their chances and accept underage peeps. I know you can't get money and all, but I hope this helps, and the situation on your side gets better.
