For some reason if a guy tells a girl her bra is cute it's almost offensive because it means you were looking at her chest. However, if a girl tells another girl her bra is cute, she will probably talk about it and tell the other girl where she bought it. Guess it depends on the friendship for how the girl will take it.

I agree with @jay2327, it depends on your relationship with them and them as a person. Regardless of the gender if someone were to compliment my bra I would find it sweet, that's manly because I see my bra like any other piece of clothing I wear like my shirt or pants.

If we were a “thing” or dating I personally wouldn’t mind. But you gotta be careful cause there are a lot of uptight people. Don’t just randomly say it to a girl though. Only if she’s clearly into you as well.
