Incitement of violence and the example given by @mrfahrenheit are the sort of things that are illegal because they can cause tangible harm. This does not apply to hate speech, unless it can be proven that that precise speech did indeed cause violence.
As things are right now, incitement of violence is illegal, and things that can be considered hate speech can be disputed by other people. You don't agree with what someone is saying, great, but you can argue against them, it doesn't mean you just outlaw them from talking.
You can't change people by excluding them from the public conversation and shoving them into the darkness. They won't just cease to exist, they will grow more resentful, and sooner or later will resort to the only remaining option - violence.
