Enjoy the shit out of it bro. Out of curiosity, since I haven't really been able to get a straight answer, is Persona 5 Royal substantially different than regular Persona 5?

Theres definitely some changes between the two.
A large majority of it is in the endgame but I could mention a lot of smaller details that are different between the two. More notable ones include:
3 brand new social links
Slight dungeon changes
New ways to upgrade yourselves
Bosses are made to be more interesting (aside from okumura, he was unfortunately made 1000x worse)
And a bunch of new things in combat that make it more engaging.
IMO I think persona 5 royal is a hell of a lot easier than persona 5 itself, but I think thats because I played the game before it, so I know most of the enemies weaknesses, boss strategies, dungeon layouts, optimal methods of progression, etc
