I always find it interesting that in American culture, people consider loud eating to be annoying. In a lot of other cultures, including the one my parents immigrated from, it's not considered annoying and people don't really think about it.

Depends on where/how/when you say. If I was at a store in the middle of the day and a guy goes "Hope Im not bothering you, I just wanted to say you are quite beautiful :)" it's fine, I'd think it was adorable. If it's at night and I'm walking down the street and someone goes "hey there, you are beautiful, aren't ya" its way different
