The issue that should be looked at is which side (after folding it) is the roughest for the most friction to remove the dirt the most effectively... I guess it depends on which direction the paper is folded... (So it becomes personal) - therefore 'under' is better for me...

Maybe they should try this first on earth or on the moon before trying projects like these on other planets :-\
