Additionally, should you inadvertently soil your fingers the over the top roll prevents your fingers from transferring the mess to the wall. The unroll from the bottom puts your dirty digits right against the wall. (The shit you learn as a parent during potty training is often not pretty)

The issue that should be looked at is which side (after folding it) is the roughest for the most friction to remove the dirt the most effectively... I guess it depends on which direction the paper is folded... (So it becomes personal) - therefore 'under' is better for me...
