You can clearly see her putting her hands to her head, like "What the fuck!!"

There was actually more pollution then now. Every day the news would have air quality reports as often as the weather so you would know when to stay indoors. Taking a breath during bad days would burn your lungs if you inhaled too deeply. I don't know about weirdos calling about suspicious clouds though.
