I wouldn't be surprised if this is what was said. Politicians are only capable of using fear tactics and fallacies. The occasional politician rises above that, but only rarely.

It never mentions that there is no punishment. Yes you can assume that, but being able to talk to your parents shouldn't mean that you never get punished. Perhaps there are punishments but also the understanding that they fucked up so it's justified.
