I read somewhere (of course I can't bloody remember where!) that mass shootings in schools should be considered terrorist attacks because the perpetrators have the same goals. However usually, especially if the kid/person who performed the mass shooting is white, they inevitably have some kind of mental issue and it becomes about that instead and about the psychology and reasoning behind it.
