Yes, it is true. But sill, those dog are happied when the weather is more temperated.

Because their hair actually protect them from sun and heat. Siberia can be quite hot on summer and huskies are neither poodles nor polar bears : their fur get lighter on spring. But I agree with OP : don't get huskies, samoyeds or any other sled dogs if you live in hot areas.
