People who bitch about people using the phrase "mental illness" are usually insensitive assholes who have never experienced any mental illness. The phrase was used because the situation applies to several mental illnesses. That doesn't make them an attention seeking idiot.

Is it illegal? Unless there's a law, a mother has every right to feed in public. If she's more comfortable covering herself or baby, she can do that. If she's comfortable (Or has no other option) feeding openly, she can do that. She shouldn't have to cover up just because other people might not like it.

You can ask but that doesn't mean a nursing mother is obligated to cover up. She's obligated only to feeding her child. If you're uncomfortable, go away.
