This never happened. There was a problem with pit bulls running loose in the Philippines years ago and the authorities decided to make sure all dogs were registered, with pit bulls requiring special registration. People saw this as an attempt to ban pit bulls so they began photographing dead dogs with snakes and other wild animals, while inventing wild stories about the dog giving its life to rescue or protect someone. The story behind the photo is so ridiculous and melodramatic only an idiot would believe it and the date of the incident ranges from 2004 to just a few days ago. The whole thing is just pit bull propaganda.
