States should do what GA did with its lotto program. All tax proceeds from the lotto, according to a state constitutional amendment, go straight to the education system. Get better than a 3.0 in a GA high school and you GA public university tuition is (or at least up to the mid 90’s, we haven’t lived there since then) free.
