I answered this a whole ago actually. Okay here it is again:
Lucifer isn't in hell. He doesn't run hell. He has no control over hell. I do think the theory of hell being nothingness is intriguing, but we don't really know for sure what hell is like. Theres all kinds of theories on what kind of torture it is. (Nothingness is a form of torture. That's a scientifically proven fact.) so pretty much ya, satan doesn't rule hell. He's in a cage (don't go "no that's supernatural" on me) the bible literally says he's on a cage or lake of fire or something. He's not in hell. And I believe God doesn't control hell either, he jus sends the rejects there you could say. Hell is something else, we dont know who really runs it (heck maybe its a Crowley type fellow, or demons in general, or the first evil creation ever. Only God knows that I guess.) in the same way we don't know much about heaven except that God is there and it's "paradise".
