The 3rd one is a Space Marine of the Imperium of Man, clad in a Tactical Dreadnought Power Armor (aka Terminator Armor). I believe he belongs to the Iron Hands Chapter, and thus is rather a Medusian (Medusa being a remote planet of the Segmentum Obscurus, very close to the Eye of Terror) than a Terran.
To keep it short, it's not Starcraft, it's Warhammer 40,000, and there is only war. :)
