Yeah, because the USA and Russia didn't exercise their own flavour of imperialism (Pan-Slavism & Manifest Destiny for example). All major and some minor industrialised nations took part in that madness. It's just that some of us quit or were forced to leave the game. By the way, Japan is missing.

Being a native speaker, I'm genuinely intrigued what that phrase might be. While it's certainly possible to express the desire for visitors to leave I didn't know we actually have a phrase for it.
