Well, the state can pay for it or companies can pay for it. The US has the companies pay for it model. It's inefficient and the insurance companies are incentivized to ensure it stays broken but I'm guessing you're not one of the people who'd be interested in participating in a cheaper and more efficient system. Reasonable assumption is response means continent countries, not island nations. Use of word 'only' in this context is easily read as 'excluding your mentioned option'. Most people don't go into conversations looking for loopholes. They look for approximate accuracy because approximate accuracy is the whole point of communication. It's good not to assume meaning and to make efforts to try to get what you want. However, the answer to the bidder's question is 'yes'. Unless the seller decided to change their mind, this reads as the seller being unnecessarily difficult instead of clever.
