If you actually watched the movie you would know that Eugene had insecurities about himself and his past and went by the name 'Flynn Rider' because he always associated the name with happiness and an easy life. When he meets Rapunzel she helps him to realise that not everybody is perfect and that being yourself is one of the important things to do in life. So yes, OBVIOUSLY Flynn and Eugene are the same person, but also in a way a different person since Eugene could drop his acts and be himself around Rapunzel.

So my dad had kids when he was really young with his girlfriend, and ten years later had me and my brother and sister with my mum. His first set of kids now have children, and one of the children is older than my younger sister.. so, it can happen!
