Well, the frame is bought (Original Basman from 2008), same as the fork (Herkules KS50 fork from 1967).
Wheels, paint and customising all the single parts in order to get everything fit together was done by me. Around 300 man hours.

The problem I see is that insurance companies wouldn't insure this because the trust in police forces is severely damaged (for a reason).
