I lived in Dubai for 5 years and was taught and told by many that the government was not in with it. The Kafala system is all over the Middle East, not (just?) Dubai.

they do know about it but there's not much they can do, honestly. There are laws against it but they don't have the people to check constantly on big businesses and construction sites to make sure everything's legal.
And people have the money and the means to make people believe that things are 100% legal and ok, whether that's bribing people who come to check, or bribing (or threatening) labour workers to lie and pretend they're doing swell.
Everybody knows it's a problem and the gov really does try, but there's not a lot they can do.

it's not everyone in Dubai though that does that, yecharon. It's mostly big name companies, like construction companies.
