I think she was the bully, not the one being bullied. She should still get off the computer, but it's a little different in that she isn't whining about bullies.
cyberbullying also includes the other person hacking into your account/ posting bad pictures of you online. You can't just ignore that kind of thing by turning off the computer. Cyberbullying isn't a simple issue
If your kid is a bully online, it's likely they are one offline too. And that is definitely something a parent should intervene on. Maybe not like this, but no one wants to raise a cruel person.
why should someone not be able to go on a computer cos other people are being horrible to them? your solution is like saying that if you get bullied in real life just never go outside.
A lot of the bullying that happens is through social media forms, so it's people who interact offline too- it's just another way to bully, another forum. Kids have been targeted and harassed- like gay kids, Muslim kids, victims of sexual assault, etc., to the point not even their own emails are safe. It's a real problem that I believe adults are just learning how to deal with.
I love all of you guys here on fs, but everytime anyone says "just shut it off" i get a little sad. I was a victim of cyberbullying and while yes, i could have just shut it off...it wasnt always that easy. I had no friends and people often made fun of me for mistakes family members had made. I was bullied in school as well as online though myspace. On my birthday i got at least a dozen messages from strangers all telling me to die....myspace was my only connection to anyone so when i coulsnt even go on that anand be okay it was hard, so yes i could have shut it off....but then there was nothing left for me...

So you are a callous asshole. Fine. But what you fail to understand is that some people actually use the internet as a place of expression where they pour themselves into whatever they say. They post clever witticisms or intelligent arguments, which, based on your recent comment activity, you have yet to do. Ultimately you are judging people by your own standards, which makes you arrogant.
Did you know ((cue random fact music)) if you have to write in a straight line across an unlined piece of paper or chalkboard you can do it better if you take your non writing hand, make a fist and put it behind your back while you are writing?
My fourth grade teacher taught me that and it's helped me ever since. That's my random unsolicited fact of the day lol- I know it works when you are standing!
For those saying 'just turn it off', you have to remember that kids haven't developed that kind of resilience yet. Also, it's very likely that they're bullied by the same person irl. Not only that, but chances are they have to see the person bullying them almost everyday at school, work, or even home and be the only one conscious of what that person has said to/about them.
And in the modern world you can't just 'shut it off'.
Not just because schools, businesses, jobs, and other things are incorperating technology...But because the internet is a bit of a safe haven. I mean, look at some of the people on imgur, reddit, where, funsubstance and even 4chan... Those communities are mike big families, most people (especially awkward teens such as myself and many victims of cyberbullying) see communities like this as a safe haven.
So, before saying 'just shut it off', ask yourself if you would be able to. :/ Honestly.

I haven't seen anyone question where she learned this behavior from. Parents are quick to punish, maybe they should examine what they do and say around there child.
