They wouldn't have to. If you think about it, the weight of the buckets holds it up because of the pulleys but also keeps it hanging in midair perfectly stationary.
The weight of the buckets draw the table up. The buckets want to go down and the table wants to go up. Since they drive each other they have the same force. So as the table goes up and meets the buckets going down when they meet, they stop each other and enter a stalemate, exerting equal opposite forces on each other thus resulting in neither one moving
